Because there are existing Second-Level Domains that include names of different regions and localities in Italy reserved for local 3rd-level registrations, new names that consist of geographical areas of any sort are not allowed on any level to avoid any future confusion. We do not support such 3rd-level domains, though, considering that they can be registered only by locals.
